First Division Consulting (FirstDiv) is seeking an experienced and qualified Subject Matter Expert (SME) to support Explosive Ordnance Disposal Training and Evaluation Unit TWO (EODTEU TWO) at Naval Air Station Key West. The SME will provide critical support in coordinating, executing, documenting, and delivering logistical support for EOD and salvage diver training. This role is essential in ensuring continuity of training operations, freeing up EOD forces for deployment, and advancing EODGRU TWO’s readiness and operational goals.
Location: Naval Air Station Key West – Boca Chica Field, Key West, FL

The contractor shall perform the following task(s):
- Coordinate, schedule, and execute all training area logistics, including the check-out, opening, and closing of demolition and small arms ranges.
- Reserve barracks and coordinate billeting for assigned personnel as needed.
- Set up and coordinate realistic training scenarios; perform as a role player during exercises when required.
- Draft post-exercise reports and all related correspondence within seven (7) business days following each event.
- Advise EODTEU TWO on Tactics, Techniques, and Procedures (TTPs) for EOD and salvage diving, including material solution recommendations.
- Support planning and development of exercise scenarios based on real-world intelligence and operational environments.
- Enter dive-related data into the Air Force Safety Automated System (AFSAS) within one (1) working day of each dive event with 100% accuracy.
- Assist in tracking, compiling, and reporting EOD training requirements and lessons learned throughout the Optimized Fleet Response Plan (OFRP).
- Provide timely and accurate OFRP data and reporting for higher headquarters.
- Support the coordination and execution of Sustainment and Advanced Training events under the direction of EODGRU TWO.
Requirements
- Prior qualified U.S. Navy EOD Technician or First Class Diver.
- Minimum of 15 years of demonstrated knowledge and operational experience in the U.S. Naval Diving Program.
- At least 4 years of management-level experience in Expeditionary Diving operations and training support planning.
- Proven ability to develop and execute mission-aligned training scenarios, documentation, and logistics in support of Navy EOD requirements.
- Strong written and verbal communication skills; ability to generate accurate reports and operational documentation under tight timelines.
- Proficiency in Microsoft Office Suite; experience with AFSAS or similar safety/logging systems preferred.
- Clearance Required: Secret
Preferred Qualifications:
- Prior experience supporting EODGRU TWO, NECC, or EODTEU TWO.
- Familiarity with the Navy’s Optimized Fleet Response Plan (OFRP).
- Instructor experience or formal Navy training development background is a plus.
Physical Requirements:
