PASHA Holding is building data and analytics capabilities across our Strategic Assets to foster a data-driven decision-making culture. As the Head of Data Governance, you will lead the development and execution of a scalable, federated data governance framework across the PASHA Group. This strategic role ensures data is trusted, accessible, and compliant—driving better, faster business decisions.
Responsibilities
- Design and implement data governance frameworks, policies, and standards across the organization.
- Improve data sharing processes by introducing clear rules, roles, and procedures for secure and seamless data exchange between entities.
- Drive self-service data access initiatives, including the development of data catalogs and marketplaces.
- Conduct regular data governance maturity assessments to measure progress and inform strategic planning.
- Support the Data Quality program in collaboration with the Data Quality Expert to align on standards and drive adoption across business units.
- Ensure up-to-date, practical, and business-aligned data governance documentation.
- Embed governance practices into day-to-day operations by defining roles, responsibilities, and data ownership models.
- Oversee governance of third-party data, ensuring compliant usage and integration across the Group.
- Monitor governance KPIs and escalate issues to senior management with clear recommendations.
- Promote a strong data culture through training, workshops, and awareness activities.
Requirements
- Minimum 5 years of work experience in data governance, data management, business analytics, or a related function.
- Fluency in Azerbaijani, English, and Russian.
- Bachelor’s or Master’s degree in Information Management, Computer Science, Business Administration, or a related field.
- Proven experience with a focus on data quality, data sharing initiatives, and self-service analytics.
- Experience in change management, project management, or business analysis.
- Strong leadership and managerial abilities, including the capability to mentor and upskill junior team members.
- Excellent interpersonal and communication skills, with the ability to collaborate effectively with stakeholders at all levels.
- Strong analytical and problem-solving skills with high attention to detail.
- Ability to translate technical language into business terms and communicate clearly across functions.
- Demonstrated ability to drive decisions and resolve issues across cross-functional teams.
- Familiarity with data governance tools and software.
- Project management certification or hands-on project leadership experience is a plus.
