ICT Program Manager

• 9 month engagement

The Role

The Program Manager will lead the day to day delivery of a multi-stream ICT infrastructure refresh and strategic asset uplift program under the Investing in our Digital Future initiative. This role is responsible for coordinating cross-directorate efforts, managing vendor engagement, and ensuring alignment with Government frameworks and digital transformation priorities. The successful candidate will bring strong program delivery experience, stakeholder engagement capability, and a strategic mindset to drive outcomes across infrastructure, data quality, service mapping, and governance reporting.

WHAT YOU WILL DO

1. Lead end-to-end delivery of the ICT asset refresh initiative, including network, unified communications, servers, and storage upgrades.

2. Oversee ServiceNow discovery activities and service mapping POC, ensuring accurate and actionable asset data.

3. Coordinate development and implementation of the Strategic Asset Management Plan (SAMP) and Asset Management Plans (AMPs) ensuring alignment with business case objectives.

4. Manage governance reporting including PRI dashboards, program status updates, and risk registers.

5. Support preparation of the refreshed 2026–27 business case, including planning for Hardware Asset Management (HAM) implementation.

6. Facilitate collaboration across DCBR, ICBR, Property Group, and other stakeholders to formalise the ABW operating model.

7. Ensure compliance with procurement and delivery frameworks

8. Ensure high-quality project artefacts are developed and maintained, reflecting DCBR standards.

9. Monitor program risks, issues, and dependencies, and implement mitigation strategies.

10. Directly supervise staff and foster a high-performance culture focused on delivery, collaboration, and continuous improvement.

WHAT YOU REQUIRE

The information below describes the capabilities that are required to perform the duties and responsibilities of the position.

Professional / Technical Skills and Knowledge

1. Extensive experience in leading complex ICT programs across infrastructure refresh, service mapping, and strategic asset uplift, preferably within government or large organisations.
2. Strong knowledge of financial, risk, schedule, and resource management, with demonstrated ability to manage multi-stream delivery and ensure alignment with approved business cases.
3. Experience in ServiceNow or similar platforms, particularly in discovery, asset data quality uplift, and service mapping.
4. Proven capability in benefits realisation and organisational change management, with a focus on embedding sustainable outcomes across directorates.
5. Experience in governance reporting and IT governance, including dashboards, risk registers, and performance tracking aligned to strategic priorities.
6. Tertiary level qualifications and/or certification in Project Management and Program Management is mandatory. These include one or more of:
• Diploma of Project Management
• PRINCE2 Practitioner
• PRINCE2 Agile Practitioner
• Management of Successful Programmes (MSP) Foundation (Practitioner preferred)
