Objective The Greenhouse Gas Management Institute (GHGMI) is leading and participating in the establishment of a measurement, reporting, and verification (MRV) system in Mongolia for Nationally Determined Contribution (NDC) implementation. As part of this project GHGMI is seeking to hire two (2) Mongolia-based national consultants, namely, consultant 1 and consultant 2. Obligations
The Mongolian national consultants 1 and 2 will be expected to participate and/or lead in the following project outputs and activities:
Need/gap assessment and immediate support for integrating MRV into the Climate Change Act and NDC Need/Gap assessment report for MRV infrastructure (technical, financial, human and governance)
• Activity 1.1: Conduct a comprehensive assessment of the existing MRV infrastructure, including both soft and hard components, and engage in coordination efforts for NDC implementation while establishing a National Coordination Mechanism.
• Activity 1.2: Benchmark the current MRV capacity against the UNFCCC MRV framework.
• Activity 1.3: Coordinate the compilation of a need/gap assessment report, including recommendations for improvement. Establishing a
National Coordination Mechanism
• Activity 5.1: Review and suggest MRV-related text for inclusion into the Climate Change Act and NDC.
• Activity 5.2: Draft suggested text for MRV inclusions in Climate Change Act and NDC MRV system improvement Report on governance for MRV
• Activity 2.1: Assess the capacity needs of existing institutional and regulatory structures, including conducting policy reviews.
• Activity 2.2: Evaluate stakeholder capacities and their impact on coordination, in alignment with ongoing climate action planning in close collaboration with relevant stakeholders.
• Activity 2.3: Develop draft guidance on establishing institutional arrangements and coordination mechanisms to streamline MRV processes at the national/sectoral level.
Implementation Framework for the MRV
• Activity 4.1: Draft an implementation plan for improving infrastructure, technical and financial capacity, and governance of MRV.
• Activity 4.2: Assess stakeholder capacities and their impact on coordination, in alignment with ongoing climate change action planning in close collaboration with relevant stakeholders.
• Activity 4.3: Identify existing gaps and draft recommendations for improvement.
• Activity 4.4: Conduct a validation workshop to collect feedback on the drafted plans.
• Activity 4.5: Finalize the MRV Implementation plan in alignment with ongoing climate change action planning.
General
• Estimated contract start date: July 2025
• Contract duration: 18months
• Eligibility: This position is open to national citizens for applying for this position. The candidate must be physically located in Mongolia, with a preference for Ulaanbaatar.

Requirements
Qualifications Candidates must meet the following requirements:
• Consultant 1, primary: at least 10 years of project-related experience.
• Consultant 2, mid-level: at least 5 years of project-related experience.
• Preferred experience in Mongolia’s climate change MRV infrastructure.
• Preferred experience in stakeholder engagement processes.
• Preferred experience in Mongolian planning processes.
• Graduate in a first degree or higher in Science, Technology, Engineering or Math (STEM) fields.
• Prior experience working with the Government of Mongolia in an area relevant to the project is preferred.
• Demonstrated experience in collecting and analyzing data. • Knowledge of Office suite (Excel, Word, Power Point) required.
• Operational level of knowledge of English required, with preferred language capabilities in both English and Mongolian.
