The Policy and Compliance Specialist serves as the centralized curator and coordinator of all organizational policies and procedures across all departments and functions—including Human Resources, Clinical Operations, Administrative Services, and programs governed by Arizona DHS and other regulatory bodies. This role ensures that all policies are current, systematically reviewed, and fully compliant with applicable standards and regulations. Working cross-functionally with leadership, this position supports organizational readiness by maintaining review timelines, coordinating compliance meetings, supporting the development of new policies, and ensuring the timely completion of required reports.

Key Responsibilities:

Organization-Wide Policy Curation & Compliance

- Serve as the lead curator of all policies and procedures across the organization, including HR, Clinical Operations, Residential Programs, Administrative Services, and Compliance Programs.

- Maintain an indexed, up-to-date master library of current policies and archived versions.

- Track and enforce review cycles (e.g., annual, biennial) and coordinate timely updates and re-approvals.

- Ensure that all policies reflect current practices and are compliant with applicable laws, regulations, and accrediting standards (e.g., Joint Commission, Arizona DHS, state labor laws).

Policy Development & Stakeholder Engagement

- Draft new policies and procedures based on leadership directives, operational goals, or changes in regulatory requirements.

- Distribute draft documents to relevant stakeholders for feedback and incorporate suggested changes.

- Proactively follow up with team members or departments that have not responded to ensure timely input. - Prepare finalized documents for approval and publication in the organization’s official policy repository.

Regulatory Reporting Oversight

- Maintain a comprehensive calendar of all required reports (monthly, quarterly, annually) for licensing, funding, and accreditation entities.

- Coordinate with assigned departments to ensure timely generation and submission of all required documentation.

- Track submission status and ensure the accuracy and completeness of report contents.

Governance & Compliance Meetings

- Schedule recurring meetings for compliance, quality assurance, performance improvement, and risk management.

- Create agendas, track attendance, document minutes, and follow up on action items.

- Ensure that all required meetings occur on schedule and are appropriately documented for audits and oversight.

Qualifications:

- Bachelor’s degree in Healthcare Administration, Public Policy, Legal Studies, or a related field (Master’s preferred).

- 3–5 years of experience in compliance, regulatory affairs, or policy management within a healthcare or behavioral health organization.

- Familiarity with Joint Commission, Arizona DHS, and applicable labor and healthcare regulations.

- Strong technical writing, policy drafting, and document control skills.

- Ability to work independently and cross-functionally across HR, operations, and clinical teams.

- Proficient with cloud-based document systems, Google Workspace, Microsoft Office, and project tracking platforms.

Preferred Competencies:

- Experience in behavioral health or healthcare organizations with both outpatient and residential services.

- Understanding of HR policy development and labor law compliance.

- Comfortable holding leaders accountable for timely policy reviews, meeting participation, and report contributions.

- Ability to coordinate across departments to ensure consistency in policy language and compliance practices.

- Familiarity with or willingness to use AI tools such as ChatGPT to support drafting, formatting, and research tasks.

Policy Inquiry Response & Gap Resolution

- Serve as the primary point of contact for internal questions or requests for clarification regarding existing policies and procedures.

- Review current policy and procedure documents to provide accurate responses and guidance to staff at all levels of the organization.

- Identify gaps in existing documentation when no current policy or procedure addresses the inquiry.

- Draft new policies or procedures when necessary, based on the inquiry and in alignment with organizational goals and regulatory standards.

- Facilitate the full review and approval process for new documents, including collecting required stakeholder input and obtaining final signatures.

- Ensure all finalized documents are incorporated into the official policy library and communicated to the relevant staff.
