About HALO:
HALO is the leading global NGO addressing the impact and drivers of conflict, with projects in 30 countries and territories, and over 11,000 staff. Our primary duty is to serve people affected by conflict, clearing landmines and the explosive remnants of war that threaten lives and livelihoods long after fighting has finished. We make land safe where war has ended, while also assisting those affected by active conflict and endemic violence. HALO addresses human suffering caused by armed violence in some of the world’s most fragile places, securing weapons and ammunition and working with both state and community actors to reduce the prevalence of armed violence.
HALO has been working in Angola since 1994 and now employs over 1,100 staff (47% women) working in demining, explosive ordnance risk education, and conservation. To date, HALO has cleared over 122,000 mines and made over 25km2 of land safe for use across the country.
In 2019, HALO was awarded a milestone project with the Government of Angola to clear minefields and landmines in southeast Angola. This project is unparallelled globally in its size and scale, and the Government of Angola is now HALO’s largest donor in country.
The Government of Angola has vowed to continue this unprecedented commitment to mine action, with President João Lourenço pledging $240 million to clear all known landmine contamination by 2027. The HALO Trust is proud to be one of the key implementing partners in this national effort, working in close coordination with the national mine action authority (ANAM), mine action operators and other stakeholders.
With the current contract due to conclude on 31 October 2025, HALO looks forward to continuing this historic partnership under a new contract with the Government of Angola for an additional three years.
About the Role:
We are seeking a proactive and detail-oriented Programme Officer to support the successful delivery of the second phase of the landmark Government of Angola (GoA) project, valued at $30 million. This mid-level position will support day-to-day project management, ensure high standards of compliance in line with contractual obligations, and support operational planning and coordination across departments.
The role is ideal for someone with demonstrated experience in project management and coordination, who is looking to take the next step in their career. It offers a unique opportunity to support the successful implementation of the programme’s largest grant, while gaining deeper exposure to operational planning, field coordination, and strategic stakeholder engagement. This is a multi-dimensional role that works across all departments—including operations, logistics, procurement, finance, and projects—making it particularly well-suited to someone seeking broader field experience and project management, as well as the opportunity to engage directly with government officials and national authorities.
The GoA Programme Officer will work within the Projects Team, reporting to the Grants Manager, but will work closely with the Head of Operations, Training Manager and Unit Commanders. The role will play a vital role in ensuring the project’s success, contributing to Angola’s goal of becoming mine-free and enabling safe access to land for communities across the country. This position will be based in Menongue, Angola, but will require frequent visits to HALO’s operational units, often in remote locations.
RESPONSIBILITIES
Project Management & Coordination
- Support the implementation of the Government of Angola project in line with contractual requirements, timelines, and deliverables.
- Coordinate with the Head of Operations and internal teams (operations, logistics, procurement, projects, finance, training) to ensure effective execution of project activities.
- Support the Head of Operations in the development and review of operational plans, ensuring they are realistic and aligned with project goals.
- Work with the Head of Operations and Training Manager to plan and deliver capacity development trainings for the national mine action authority, ANAM, and other relevant government stakeholders.
- Track and monitor progress against work plans and project monitoring tools, raising risks or delays to the senior management team, and presenting progress at monthly contract review meetings.
- Conduct periodic quality control of data reported by each operational unit and report any discrepancies to senior management.
Reporting & Communications
- Prepare high-quality narrative reports for external stakeholders, including the Government of Angola.
- Update the project dashboard, to be submitted to the Government of Angola each month.
- Draft case studies, success stories and impact assessments to highlight project progress and impact.
- Maintain accurate records of project activities, decisions, and communications.
Monitoring, Evaluation, Accountability and Learning (MEAL):
- Understand HALO’s internal monitoring and evaluation systems on the programme and the use of output and outcome indicators against donor projects.
- Work closely with the MEAL Coordinator to ensure donor priorities are fed into the GoA-funded MEAL team’s work plans.
- Ensure close coordination with HALO’s MEAL and Information Management team; ensure that data and findings are accurately presented in external reporting and documents.
Procurement & Logistics Support
- Work closely with procurement and logistics teams to ensure timely acquisition and delivery of goods and services in accordance with donor guidelines and project timeframes.
- Ensure equipment and goods purchased within the project are used within the project’s framework.
- Monitor procurement plans and support compliance with internal and external procurement policies.
- Ensure project procurement is conducted in accordance with programme stock levels, procurement plans and delivery timelines.
- Review monthly financial statements to ensure expenditure is conducted in accordance with the project guidelines, correct donor allocations and cost sharing policies.
External Stakeholder Engagement
- Work closely with the Government Liaison Officer, Country Director, and Head of Strategy and Partnerships to engage with ANAM and the Government of Angola.
- Attend sector strategy meetings and workshops and collaborate with other operators for shared learning where appropriate.
- Organise events and celebrations for key project milestones including mine-free municipalities, coordinating with HALO’s Programme Liaison Officer, ANAM and provincial governments.

QUALIFICATIONS:
Essential:
- Bachelor’s degree in International Development, Project Management, Public Administration, or a related field.
- Minimum 2–4 years’ experience in programme or project management, preferably in the humanitarian or development sector.
- Strong understanding of donor-funded project cycles, reporting requirements, and compliance frameworks.
- Experience working with government stakeholders or national authorities is highly desirable.
- Excellent organisational, communication, and interpersonal skills.
- Proficiency in Microsoft Office and project management tools.
- Experience working in remote, post-conflict settings.
- Fluency in English is essential; Portuguese language skills are a strong advantage.
Desirable:
- Prior knowledge of the Mine Action sector
- Experience working in Angola or similar contexts.
- Ability to work independently and collaboratively in a multicultural environment.
- Strong diplomatic skills and ability to manage sensitive relationships with discretion.
All HALO staff are expected to undertake the following general duties:

- Travel overseas as and when required.
