Delaware Nation Industries (DNI) is seeking a highly qualified Systems Engineering and Operations Manager (Subject Matter Expert) to lead and oversee information systems and network engineering efforts in support of the CAOC-X mission. This position is responsible for managing system operations, including the installation, configuration, maintenance, and security of IT and A/V systems. The candidate will also serve as the AOC Weapon System Manager for designated events and provide high-level support in policy, project management, and technical coordination activities.
Requirements
- Provide oversight and support for all CAOC-X information systems and network engineering activities, including:
- Computer, telecommunications, and communications system installations
- Configuration and operational support
- Data entry and control
- Web operations and strategy
- System security policy implementation

- Lead the design, integration, maintenance, and troubleshooting of Audio/Visual systems within the AOC.
- Serve as the AOC Weapon System Manager for mission events as outlined in Paragraph 2.2.
- Participate in policy-level discussions, providing input on technical standards and budget constraints.
- Direct and assign CAOC-X personnel to various technical projects; provide leadership, guidance, and supervision.
- Act as a Project Manager (as referenced in Paragraph 4.1.2) for CAOC-X events when required.
- Advise subordinates on administrative procedures, technical challenges, priorities, and methodologies.
- Coordinate with other information systems teams to ensure cohesive system operations and project execution.
- Prepare and present activity reports detailing progress, operations, and system/network health.
Certifications/Compliance Requirements:
- Must meet DoD 8140.03 Cyber Workforce Framework (DCWF) certification requirements for the following roles:
- Database Administrator
- Knowledge Manager
- Technical Support Specialist
Required Experience:
- At least 5 years of experience in systems engineering, IT operations, or a related technical area.
- Proven experience in the following:
- AOC Mission Thread processes
- AOC systems and applications
- Conducting AOC system validations
- Account creation and management
- Help desk operations, ticketing systems, and prioritization
- A Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related discipline is mandatory.
(A comparable combination of education and relevant experience may also be accepted.) - An active Secret clearance is required, with the capability to upgrade to Top Secret/SCI.
